Water vapors rise from cooling towers at Palo Verde Nuclear Generating Station near Wintersburg, Ariz., Tuesday, Dec. 7, 1999. Paol Verde is located in the Sonoran Desert, far from any lake, ocean or river, but the nation's largest nuclear power plant has tapped a source of cooling water - treated wastewater. To ensure the plant remains bug free, Arizona Public Service, the utility that runs the plant, has spent at least $5 million to make the Palo Verde plant Y2K ready.
