Egypt and Russia signed an initial agreement on 19 November 2015 for Russia to build and finance the plant, and preliminary contracts for four units followed in December 2017. The units are VVER-1200 pressurized water reactors. Construction of Unit 1 began on 20 July 2022, Unit 2 on 19 November 2022, Unit 3 on 3 May 2023 and Unit 4 on 23 January 2024.
