The Soviet Union supplied the reactor under a cooperation agreement, with construction reported from March 1963 and first criticality in August 1965. It began as a 2 MW thermal reactor on low-enriched fuel. It was later upgraded in stages, including a switch to higher-enriched fuel in 1974, and sources disagree on the dates at which its power was raised to 8 MW.
