Construction began on 25 April 1970. The four units are pressurized water reactors: Unit 1 was supplied by Westinghouse, and Units 2 to 4 by Mitsubishi Heavy Industries. The units were connected to the grid on 27 March 1974, 17 January 1975, 9 May 1984 and 1 November 1984. On 9 March 2016 a district court in Shiga Prefecture issued an injunction halting Units 3 and 4, which the Osaka High Court canceled on 28 March 2017.
