The West Valley site is in the Town of Ashford, Cattaraugus County, New York, near the community of West Valley. New York State acquired about 3,345 acres there in 1961.

In 1963, Nuclear Fuel Services, a subsidiary of W. R. Grace, received permits to reprocess spent nuclear fuel there. The first spent fuel shipments arrived in 1965, and the commercial plant reprocessed fuel from 1966 to 1972. Getty Oil acquired Nuclear Fuel Services in 1969. Burial of low-level waste stopped in 1975 after contaminated water was found leaking from the trenches, and Nuclear Fuel Services ceased all operations at the site in 1976. Congress passed the West Valley Demonstration Project Act in 1980, and site operations under the federal project began in February 1982.
