Construction began on October 1, 1974. The plant was built around a General Electric BWR-6 boiling water reactor with a Mark III containment. The reactor first went critical in June 1986, connected to the grid on December 19, 1986, and entered commercial operation on November 18, 1987. A second unit was suspended in 1985 and formally cancelled in 1994, when its major buildings and 500-foot cooling tower were already complete.
